突发危机事件与组织学习:新加坡新冠肺炎疫情应对策略的启示Crisis and Organization Learning:Lessons from Singapores Strategies for COVID-19 Outbreak

摘要(Abstract):
本文聚焦危机事件下公共组织组织学习,通过整合组织学习理论、危机管理理论和公共管理的相关理论,发展出一个解释公共组织组织学习和策略选择的分析框架。通过采用过程追踪的研究方法,本文以这个模型为分析框架,追踪新加坡政府从2003年SARS、2009年猪流感,到2020年新冠病毒抗疫策略变化的过程,发现诊断性证据,研究和识别哪些因素影响新加坡政府危机组织学习过程和应对策略。新加坡的组织学习经验,对于中国在风险社会中,增强自身组织学习能力,提升治理体系和治理能力现代化有一定的借鉴意义。
